The PMV research group has been conducting annual evaluations of the BARMER Drug Report since 2016.
he 2026/1 Drug Report focuses on the topic: “Needs-based care in the context of revenue-oriented expenditure policy?”
This e-paper examines the trend in net pharmaceutical costs over the period 2014–2024 among BARMER policyholders without cancer, focusing on two common conditions: heart failure and bronchial asthma. For both conditions, innovations with proven benefits were incorporated into the guideline recommendations during this period. This is reflected in a change in prescribing patterns, with an increase in expenditure on patent-protected medicines, and led to a rise in costs: Total expenditure on drug treatment for insured persons with heart failure rose by 121 per cent to 441 million euros between 2014 and 2024, whilst for those with bronchial asthma it rose by 80 per cent to 516 million euros. Expenditure grew more rapidly than the revenue of the statutory health insurance scheme during this period. Based on these findings, measures can be devised to ensure that insured persons’ statutory right to treatment in accordance with the current state of medical knowledge – whilst taking into account medical progress and the principle of cost-effectiveness – can continue to be guaranteed in the future.
